You need to have some basic alchemy and smithing (at least initially), and you need to have the components for multiple Fortify Enchanting potions, and you need to have found an item that has the "Fortify Alchemy" effect, and "Fortify Smithing" effect so that you can learn those effects to apply in your item enchanting. I believe my bow and armor is just dwarven bow/dwarven armor, but because of my smithing skills and equipment with fortify smithing, they become weapons of the gods.
